During a pandemic, where there is widespread human infection, various and varying measures are taken that are targeted at public health objectives. During the early stages of a pandemic, these objectives may focus on containing the disease and minimizing its spread, but they may switch to mitigation as the emergent infectious disease takes hold in a population. There has been considerable debate and elucidation of the ethical principles and framework for the various responses including the need to fast track research (...) and vaccine development. However, the measures imposed during a pandemic would have unintended and untoward effect on ongoing clinical research. For example, precautionary measures, such as social distancing, may hamper ongoing clinical research, because recruitment and participation of patients and healthy volunteers is a potential source of virus spread. In this paper, we argue that a framework is needed to ensure the continuity of such research. Such a framework that considers the pertinent issues would need the ‘buy in’ of the key stakeholders (policy makers, funding agencies, institutional authorities, researchers and subjects) to ensure that the issues that are ethically relevant to pandemic planning would not be neglected or overlooked. We study the problem of existence of maximal chains in the Turing degrees. We show that: 1. ZF+DC+"There exists no maximal chain in the Turing degrees" is equiconsistent with ZFC+"There exists an inaccessible cardinal"; 2. For all a ∈ 2ω.(ω₁)L[a] = ω₁ if and only if there exists a $\Pi _{1}^{1}[a]$ maximal chain in the Turing degrees. As a corollary, ZFC + "There exists an inaccessible cardinal" is equiconsistent with ZFC + "There is no (bold face) $\utilde{\Pi}{}_{1}^{1}$ maximal chain of (...) Turing degrees". (shrink)

The series is devoted to the publication of high-level monographs on all areas of mathematical logic and its applications. It is addressed to advanced students and research mathematicians, and may also serve as a guide for lectures and for seminars at the graduate level.

We study the minimal enumeration degree problem in models of fragments of Peano arithmetic () and prove the following results: in any model M of Σ2 induction, there is a minimal enumeration degree if and only if M is a nonstandard model. Furthermore, any cut in such a model has minimal e-degree. By contrast, this phenomenon fails in the absence of Σ2 induction. In fact, whether every Σ2 cut has minimal e-degree is independent of the Σ2 bounding principle.

Background Residual dried blood spots (rDBS) from newborn screening programmes represent a valuable resource for medical research, from basic sciences, through clinical to public health. In Hong Kong, there is no legislation for biobanking. Parents’ view on the retention and use of residual newborn blood samples could be cultural-specific and is important to consider for biobanking of rDBS. Objective To study the views and concerns on long-term storage and secondary use of rDBS from newborn screening programmes among Hong Kong Chinese (...) parents. Methods A mixed-method approach was used to study the views and concerns on long-term storage and secondary use of rDBS from newborn screening programmes among Hong Kong Chinese parents of children 0–3 years or expecting parents through focus groups (8 groups; 33 participants) and a survey (n = 1012, 85% mothers) designed with insights obtained from the focus groups. We used framework analysis to summarise the themes as supportive factors, concerns and critical arguments for retention and secondary use of rDBS from focus group discussion. We used multiple logistic regression to assess factors associated with support for retention and secondary use of rDBS in the survey. Results Both in focus groups and survey, majority of parents were not aware of the potential secondary use of rDBS. Overall secondary use of rDBS in medical research was well accepted by a large proportion of Hong Kong parents, even if all potential future research could not be specified in a broad consent. However parents were concerned about potential risks of biobanking rDBS including leaking of data and mis-use of genetic information. Parents wanted to be asked for permission before rDBS are stored and mainly did not accept an “opt-out” approach. The survey showed that parents born in mainland China, compared to Hong Kong born parents, had lower awareness of newborn screening but higher support in biobanking rDBS. Higher education was associated with support in rDBS biobanking only among fathers. Conclusion Long-term storage and secondary use of rDBS from newborn screening for biomedical research and a broad consent for biobanking of rDBS are generally acceptable to Hong Kong parents given their autonomy is respected and their privacy is protected, highlighting the importance of an accountable governance and a transparent access policy for rDBS biobanks. We report the identification of a recurrent, 520-kb 16p12.1 microdeletion associated with childhood developmental delay. The microdeletion was detected in 20 of 11,873 cases compared with 2 of 8,540 controls and replicated in a second series of 22 of 9,254 cases compared with 6 of 6,299 controls. Most deletions were inherited, with carrier parents likely to manifest neuropsychiatric phenotypes compared to non-carrier parents. Probands were more likely to carry an additional large copy-number variant when compared to matched controls. The clinical (...) features of individuals with two mutations were distinct from and/or more severe than those of individuals carrying only the co-occurring mutation. Our data support a two-hit model in which the 16p12.1 microdeletion both predisposes to neuropsychiatric phenotypes as a single event and exacerbates neurodevelopmental phenotypes in association with other large deletions or duplications. Analysis of other microdeletions with variable expressivity indicates that this two-hit model might be more generally applicable to neuropsychiatric disease. © 2010 Nature America, Inc. L’admiration de Paul Ricoeur pour Merleau-Ponty est connue, lui qui entendait donner à la Phénoménologie de la perception sa « contrepartie pratique » avec le premier tome de la Philosophie de la volonté, Le Volontaire et l’involontaire. Il faut d’emblée s’étonner que celui-ci n’ait pas reconnu la teneur pratique de la philosophie de son aîné, dont les diverses analyses au Collège de France, et en particulier l’intérêt marqué de Merleau-Ponty pour la pensée marxiste comme philosophie de l’homme charnel, et le (...) motif naturaliste de l’être agissant et souffrant à partir de 1956, font état. Car c’est bien depuis ce motif que Ricoeur, en 2004, expose le parcours de la reconnaissance : de l’homme agissant et souffrant, à l’homme capable. L’enjeu, nous semble-t-il alors, de ces deux philosophies en leur dimension pratique se résume aisément par les exigences formulées par Paul Ricoeur dans l’ouvrage Soi-même comme un autre, en particulier lorsque celui-ci se donne pour but de « déterminer les traits nouveaux de l’ipséité correspondant à la pratique politique » – détermination du Soi agent qui se dessine, au dire même de l’auteur, à la croisée d’une phénoménologie de l’agir et d’une ontologie du Soi. One is immediately surprised that this is not recognized as the practical content of his predecessor’s philosophy given the diverse analyses at the Collège de France of which, in particular, the marked interest Merleau-Ponty had in Marxist thought as the philosophy of the fleshly human being, as well as the naturalist motif of the active and suffering being beginning in 1956, are part. For, it is due to this motif that Ricoeur, in 2004, presents the trajectory of recognition: from the active and suffering human being to the capable human being. As we see them, the stakes in these two philosophies, as far as their practical dimensions are concerned, are easily summarized by the requirements Paul Ricoeur formulated in his work, Oneself as Another. This is particularly the case given that this text has for its aim, “determining the new traits of individual identity which correspond to practical politics” – the determination of Self as a self-designing agent, which, according to the author, lies at the intersection of a phenomenology of action and an ontology of the Self. In fact, as Ricoeur himself underlines, the paradoxical effacement of the question of ipseity in Kantian moral philosophy, among others, is explained by the absence of just such a theory of action. Briefly, the “I want” analysis by Ricoeur in 1950 is anchored in the “I can,” which is never limited to the single spatial outline we find in Merleau-Ponty. Traiano Boccalini (1556-1613) auteur des Ragguagli di Parnaso (1612 et 1613) prend position dans le débat sur l’interprétation républicaine de Machiavel : l’auteur du Prince a-t-il écrit pour aider la monarchie ou bien contre elle ? Boccalini semble prendre une position nuancée, affirmant que si l’on condamne Machiavel c’est justement parce qu’il pourrait trop bien servir aux républicains. Lui-même utilise la métaphore du berger, traditionnellement liée à l’idée religieuse, pour montrer que le monarque n’est pas le berger désintéressé du troupeau (...) humain comme il voudrait le faire croire, mais un berger tout attaché au profit qu’il peut tirer de ses brebis. Thomassin," providing much guidance to anyone who wishes to avail himself of the rich resources in Thomassin's writings. From the point of view of the history of philosophy, the most interesting aspects of Thomassin's thought seem to be (1) his "Cartesianism," that is, the extent to which he early imbibed Descartes' new ideas, (...) and played a role in the fusion of the views of Augustine, B6rulle, and Descartes that developed in the Oratory, (2) his attempt to find a viable theory of the nature of Grace somewhere between Arnauld and Malebranche, and (3) his efforts to formulate a philosophy of history within an Augustinian theology; a philosophy of history that would make historical research and understanding of genuine philosophical and religious value to man. Dr. Clair's too brief discussions indicate that Thomassin was definitely influenced by reading Descartes, but also that Thomassin was much too eclectic to be a Cartesian. With regard to the problem of Grace, where the Cartesian Arnauld fought with the semi-Cartesian Malebranche, Thomassin tried deftly to maintain an Augustinian position that was not quite as rigid as that of the Jansenists, nor as moderate as that of Malebranche (though Arnauld tried to use Thomassin's erudition and authority in his battles with Malebranche). Unfortunately Dr. Clair does not try to evaluate whether Thomassin really found a coherent and theologically acceptable middle-ground between the two antagonists. On the subject of the philosophy of history, Thomassin's views seem most interesting (at least to this reviewer). The short text that Dr. Clair includes on the difference of history from science reveals Thomassin trying to show that the investigation and comprehension of temporal particulars can have significant value for man's understanding of man and that there can be genuine certainty about past facts. Thomassin was writing in the period when modern historical method and outlook were born, when historical study changed from chronicles and ammunition in theological and political disputes to a basic way of understanding human nature. Those concerned with the role of Bayle, Hume, Gibbon, and Vico in developing an historical methodology and a rationale for art historical approach to human problems might well profit from considering Thomassin's writings in this area, and the influence they had on modern historiography and philosophies of history. Dr. Clair's short work certainly helps in filling a lacuna in our picture of the seventeenth century. It also makes one wish he had done more, and had provided a "complete" study of Thomassin's thought and influence. That, perhaps, is one of the major purposes of this new series, in that it will lead scholars to looking into the more hidden portions of the period, and will lead them to filling out in more detail and depth the history of the rise and fall of modern philosophy. It is to be hoped that future volumes in this series will continue to whet our appetites for further investigations, and will transform more of the names we run across into figures about whom we have some information and from whom we can still learn something. Berkeley's brilliant though disconcerting Essay has been rather neglected for some time, except for the able studies of C. M. Turbayne of Rochester University (N. Y.). Armstrong's book is welcome for that reason, also for its freshness, clearness, and rich brevity. A1- 266 HISTORY OF PHILOSOPHY though a slim volume, it is packed with close yet lucid argumentation, conducted throughout with good manners, and throughout exploratory, clarifying problems, exposing logical and empirical difficulties, not grandly telling us what the truth is but leaving us in a better position to carry on the exploration ourselves. It is an exemplary piece of philosophical discussion. He clears his ground by noting that the Essay, so far as... (shrink)

Fille de l’Encyclopédie (1751-1772, 28 vol.) de Diderot et d’Alembert, l’Encyclopédie méthodique (1782-1832, 212 vol.) de Panckoucke conserve la palme du gigantisme. Est-ce cette raison qui l’a fait passer dans l’oubli ou a-t-elle été elle-même dépassée tant par les événements historiques que par les développements scientifiques fulgurants? Pourtant, cette encyclopédie « par ordre de matières » revêt un intérêt considérable. En synthétisant ce moment particulier des savoirs liant mots et choses, elle représente un chaînon incontournable entre l’épistémè des Lumières et (...) celle du xixè siècle. La Méthodique met en évidence le circuit étendu de chaque science et son utilité sociale. Par ailleurs Panckoucke choisit les directeurs de Dictionnaires pour leur qualité d’expert et ils font autorité. Il faut aussi prendre en compte qu’entre Diderot et Wikipédia, il y a eu la Révolution française qui, dans le domaine de la pensée n’a rien changé ni aboli, mais qui « a changé les conditions d’exercice » au cœur desquelles travaille Naigeon, auteur des trois tomes du Dictionnaire de Philosophie ancienne et moderne présentés, sous forme d’extraits, dans ce Vol. IV de nos Anthologies. Malgré les tragédies individuelles de la Terreur, la voie vers la démocratie a été ouverte. Dans la conception de son Dictionnaire, Naigeon ne cache pas son militantisme athée qui fait qu’à la discussion de la dimension politique du religieux s’ajoute le point de vue de l’historien des sciences. L’éditrice, Claire Fauvergue, montre comment à travers le Discours préliminaire et les 14 articles recueillis qui vont de d’Alembert à Religieux-Irréligieux en passant par Condillac, Hobbes ou Diderot et Fréret, Naigeon renouvelle non seulement les sources de l’histoire de la philosophie mais aussi leur usage et leur analyse. Attentive à l’efficacité de son travail original d’auteur, veillant à la diversité de ses choix éditoriaux, privilégiant ce qui est représentatif du genre encyclopédique et de son évolution, Fauvergue illustre avec précision comment la figure de l’éditeur se mêle indissolublement à celle de l’auteur. It is a reasonable assumption that universal properties of natural languages are not accidental. They occur either because they are underwritten by genetic code, because they assist in language processing or language learning, or due to some combination of the two. In this paper we investigate one such language universal: the suffixing preference across the world’s languages, whereby inflections tend to be added to the end of words. A corpus analysis of child‐directed speech in English found that suffixes were more (...) accurate at cuing the grammatical category of the root word than were prefixes. An artificial language experiment found that there was a learning advantage for suffixes over prefixes in terms of grammatical categorization within an artificial language. The results are consistent with an account of language universals that originate in general purpose learning mechanisms. (shrink)

But is there a clear distinction to be made between “real” and “non-real” arguments? Here I explore four possible accounts of the alleged distinction and argue that none can serve the theoretical uses to which the distinction is most often put. In lieu of an abstract, here is a brief excerpt of the content:BOOK REVIEWS 265 concluding chapter (pp. 150-52), Dr. Clair deals with "Comment lire l'oeuvre du P. Thomassin," providing much guidance to anyone who wishes to avail himself of the rich resources in Thomassin's writings. From the point of view of the history of philosophy, the most interesting aspects of Thomassin's thought seem to be (1) his "Cartesianism," that is, the extent to which he early imbibed Descartes' new ideas, (...) and played a role in the fusion of the views of Augustine, B6rulle, and Descartes that developed in the Oratory, (2) his attempt to find a viable theory of the nature of Grace somewhere between Arnauld and Malebranche, and (3) his efforts to formulate a philosophy of history within an Augustinian theology; a philosophy of history that would make historical research and understanding of genuine philosophical and religious value to man. Dr. Clair's too brief discussions indicate that Thomassin was definitely influenced by reading Descartes, but also that Thomassin was much too eclectic to be a Cartesian. With regard to the problem of Grace, where the Cartesian Arnauld fought with the semi-Cartesian Malebranche, Thomassin tried deftly to maintain an Augustinian position that was not quite as rigid as that of the Jansenists, nor as moderate as that of Malebranche (though Arnauld tried to use Thomassin's erudition and authority in his battles with Malebranche). Unfortunately Dr. Clair does not try to evaluate whether Thomassin really found a coherent and theologically acceptable middle-ground between the two antagonists. On the subject of the philosophy of history, Thomassin's views seem most interesting (at least to this reviewer). The short text that Dr. Clair includes on the difference of history from science reveals Thomassin trying to show that the investigation and comprehension of temporal particulars can have significant value for man's understanding of man and that there can be genuine certainty about past facts. Thomassin was writing in the period when modern historical method and outlook were born, when historical study changed from chronicles and ammunition in theological and political disputes to a basic way of understanding human nature. Those concerned with the role of Bayle, Hume, Gibbon, and Vico in developing an historical methodology and a rationale for art historical approach to human problems might well profit from considering Thomassin's writings in this area, and the influence they had on modern historiography and philosophies of history. Dr. Clair's short work certainly helps in filling a lacuna in our picture of the seventeenth century. It also makes one wish he had done more, and had provided a "complete" study of Thomassin's thought and influence. That, perhaps, is one of the major purposes of this new series, in that it will lead scholars to looking into the more hidden portions of the period, and will lead them to filling out in more detail and depth the history of the rise and fall of modern philosophy. It is to be hoped that future volumes in this series will continue to whet our appetites for further investigations, and will transform more of the names we run across into figures about whom we have some information and from whom we can still learn something. Berkeley's brilliant though disconcerting Essay has been rather neglected for some time, except for the able studies of C. M. Turbayne of Rochester University (N. Y.). Armstrong's book is welcome for that reason, also for its freshness, clearness, and rich brevity. A1- 266 HISTORY OF PHILOSOPHY though a slim volume, it is packed with close yet lucid argumentation, conducted throughout with good manners, and throughout exploratory, clarifying problems, exposing logical and empirical difficulties, not grandly telling us what the truth is but leaving us in a better position to carry on the exploration ourselves. The moralizing interpretation favoured by our Victorian forebears and their continental counterparts was one of the many misunderstandings fostered by their moralistic society, and in our own enlightened erais revealed as an aberration. In challenging this orthodoxy I am not moved by any particular enthusiasm for Victoriana, nor do I want to revive the view that means simply ‘moral flaw’ or ‘morally wrong action’. I shall (...) try to show that the word has a range of applications, from ‘ignorance of fact’ at one end to ‘moral defect’, ‘moral error’, at the other, and that the modern orthodoxy, though not as clearly wrong as the moralizing interpretation it displaced, restricts Aristotle's meaning in a way he did not intend, and does lessthan justice to his analysis of classical drama.
